This independent task force report from the Council on Foreign Relations notes that while climate change is now almost universally recognized by policymakers, there is still a lack of consensus on the strategies that should be employed to reduce greenhouse gas emissions. The 29 task force members have included a history and summary of US climate policy, a discussion of how to achieve leverage on global emissions and details on a United Nations deal that may emerge as a successor to the Kyoto Protocol.
