Jacobs, a psychiatrist who ran the Connecticut Mental Health Center, an urban community mental health center run jointly by the Yale Department of Psychiatry and Connecticut's Department of Mental Health, from 1996 to 2009, tells the story of clinical services and practice at the Center, which opened in 1966. Its history illustrates the development of public psychiatry and educational and scientific progress over the last 50 years. He focuses on evolving policies and the consequences for services; the care of people with serious mental illness as the fundamental outcome of public psychiatry and the impact of related professional, scientific, economic, and political forces; and the contributions of academic institutions to the field.
